The 22-year-old enjoyed a successful loan spell with Scarborough Athletic last season, where he helped the club win promotion to National League North via the Northern Premier League playoffs, as well as a North Riding Senior Cup final win against Guisborough Town.
Whitley has made one appearance so far this season for the Minstermen, keeping a clean sheet in the 3rd round of the Isuzu FA Trophy in the 5-0 win over Blyth Spartans.
The move is subject to FA and National League approval.
