Taylor Wimpey is seeking outline approval for its development on 20.99ha of ploughed agricultural land south of Sugar Hill Farm, Stockton Lane.
If approved by City of York Council, the scheme would also feature a 200m shop and childcare facilities/ community provision of a similar size.
The application follows public consultation in November, as previously reported by the Press.
Planning documents say the site 800m west of the A64 by-pass and 2km north of the University of York is currently classed as Green Belt under the current 2005 Draft Local Plan.
