City of York Council planners have recommended councillors approve a 44-home application from Barratt David Wilson Homes for the site in Dunnington, which is currently farmland.
The 1.34 hectare application plot sits within more than half of a site allocated by the council for housing in its Local Plan which was adopted in February.
In July 2022, permission was granted by the council for 83 homes to be built at the site and land next to it, according to planning documents.
Plans say the latest development south of Eastfield Lane and east of houses in Holly Tree Croft will include a mix of two-storey detached, semi-detached and terraced houses, made up of a mix of one to four bedrooms, with 88 car parking spaces.
Nearly 30 per cent of the properties would be classified as affordable homes, plans say.
Part of the area would be landscaped as a focal point and a play area would be included.
The applicant would provide £551,639 in education contributions, according to the report to be put in front of the committee.
Eleven objections - including from Dunnington Parish Council - were raised about the proposal. The include claims that Eastfield Lane - which would access the new site - is “unsuitable” and attempts to alter it “would cause serious harm to the rural character of this part of the village".
Further concern was raised about the “higher impact on levels of local traffic and use of public transport than is estimated,” impacts on drainage and sewage, and provisions for buses and local medical facilities in Dunnington.
The report set to go in front of the council planning committee on May 19 said that “there are considered to be suitable mechanisms to ensure that the infrastructure required to support the development can be secured".
