Jason Shearer, who lives in Telford Terrace, raised objections with City of York Council’s planning department about the 18-metre-high pole and infrastructure in Albemarle Road on May 19, as the works process began.
The council’s head of planning said the relevant planning permission for the mast had not been received.
However, telecoms infrastructure manager Mobile Broadband Network Limited (MBNL) said the upgrade had been carried out in consultation with the local authority.
The area where the installation took place is recognised in the City of York Council’s Historic Environment records.
Mr Shearer said an existing pole which was nearly half the height and resembled a traditional telegraph pole has been replaced.
He said: “Anyone travelling down Albemarle Road will now see a mast that dominates the skyline.
“This is, or at least was, an area of natural beauty, greenbelt land and part of Micklegate Stray.
“It overlooks the little Knavesmire, and is in an area enjoyed by local residents, schoolchildren and racegoers.
“A lot of people will be very surprised, and upset, to see it today.
“It is completely unfair and serves as a very poor precedent indeed to any resident who cares about the aesthetics of their local community.
“This eyesore is completely inappropriate and belongs instead on an industrial estate.”
Planning documents show agents acting on behalf of MBNL, sent a letter to the council dated January 17 which gave notification to ‘utilise permitted development rights’ for a proposed EE Limited and H3G (UK) Ltd upgrade at Albemarle Road.
