Labour Micklegate ward councillors Jonny Crawshaw, Pete Kilbane and Jane Burton have all objected to the plans to turn Victoria Vaults, in Nunnery Lane, into three homes.
Cllr Burton said local arts and culture spaces were more important than ever and protecting them was vital.
But the agents for applicants The Vaults (York) Ltd said the venue had proved unviable and it had struggled to attract offers from potential tenants or buyers.
