The A1036 across Skeldergate Bridge is currently closed both ways with slow traffic due to works being carried out to tree between Tower Street and Clementhorpe.
The bridge remains open to pedestrians, but the road is expected to remain closed to everyone else for much of the day while work is underway on site.
The tree is close to the Ouse on the Skeldergate side of the river and has developed a huge crack in its trunk.
Tree surgeons are on site and have tied the two halves together while work gets underway.
It was initially reported that part of the tree had fallen, but in fact it is in a potentially dangerous state and needs emergency works which includes removing large branches.
A City of York Council spokesperson said: "Skeldergate Bridge is currently closed in both directions while teams deal with a large tree nearby which is currently unsafe.
