The agency said delays should start to ease.
A four-car crash on the major road in York this morning (December 17) caused congestion and traffic delays.
One lane of the A64 was closed westbound from the A19 (Fulford Interchange) to the A1036 Tadcaster Road.
Three miles of congestion were reported, including the northbound A19 from Escrick and westbound from the A1079 Grimston Bar Interchange.
The eastbound side was also reported to be running slowly due to onlookers, with average speeds down to five miles per hour.
National Highways had stated that the crash expected to clear between 10.15am and 10.30am this morning and normal traffic conditions are expected between 11am and 11.15am.
